Depending on who your target audience are, consider how you might provide a diverse range of logos to appeal to a greater audience and/or demonstrate your expertise in a particular area, for example.
Signpost
Make sure to include the correct headings so that it is clear to users how these logos are relevant - do they refer to partners, clients, accreditations or features?

Not everywhere - depending on the purpose and content of your site - this will dictate where this type of content should live.
